spedday1Welcome to the Marshall ISD Department of Special Programs. We are committed to providing students with special needs an educational environment that supports them in reaching their full potential. Each student with a disability has the opportunity to participate in a free, appropriate public education designed to meet his or her individual needs. MISD complies with all aspects of the Individuals with Disabilities Education Improvement Act (IDEA) and Section 504 of the Rehabilitation Act of 1973.

Special Programs is responsible for Dyslexia, Section 504, Special Education, and Special Education Homebound. These services are for students who have significant needs and may include accommodations or modifications to the curriculum, related services, and/or supplementary aids and services.

Special education services are provided to eligible children for ages 3-21. For students with visual and auditory disabilities, services may begin at birth. A student may be referred for a Full Individual Evaluation (FIE) by the Student Intervention Team (SIT) of his or her campus, after the student has proven to not make sufficient progress based on the child’s response to scientific-based interventions (as defined in 20 USC, 7801 (37)). Teachers, parents, or other professionals can refer a student by contacting the counselor of the student’s home campus. At the time of a referral the campus counselor will review with parents their parental rights and the procedural safeguards provided by IDEA. At the completion of the FIE, an Individual Education program (IEP) meeting will be convened with parents in attendance. A student is determined eligible or not eligible for special education as a student with a disability at the IEP meeting. If eligible, the IEP team members determine the student’s individual needs and develop an Individual Education Program for the student. The IEP will address those services the student will receive and how the services will be implemented.

Child Find
The Marshall ISD in the State of Texas wishes to inform interested parties that all persons with suspected disabilities from birth through the age of 21, who might be in need of special education and related services, need to be evaluated and provided with a free appropriate education. This notice shall apply to persons residing in Texas who are: (1) residing in their homes or foster homes; (2) not yet attending school or are attending day care centers, public schools, independent schools, parochial schools or are being home schooled; (3) highly mobile or homeless; or (4) suspected of having a disability even though they are advancing from grade to grade. This notice does not apply to persons who have graduated from high school with a regular high school diploma. The above-described persons are entitled to a comprehensive evaluation to determine if their disability qualifies them for special education and related services to be provided through an Individualized Education Program (IEP) pursuant to the Individuals with Disabilities Education Improvement Act (IDEIA) and to rules of the Texas State Board of Education.

Children ages 0 to 3 are referred to Early Childhood Intervention of Harrison County (ECI). Children ages 3 through 21 are referred to the home campus in the MISD that the student attends or would attend if he or she were enrolled in the district.


The Legal Framework is a statewide leadership project partnering the Texas Education Agency and Region 18 Education Service Center. The project which includes contacts from each educational service center is a compilation of state and federal requirements for special education organized by topic in a user-friendly format.

Notice of Procedural Safeguards
The Procedural Safeguards document explains parents’ specific rights and responsibilities under the Individuals with Disabilities Education Act (IDEA). The Procedural Safeguards fulfills the current legal requirements for the federally prescribed content of this notice. When districts distribute this guide, other than adding local contact information in the designated space, they must not change the wording and format of the document.

The ARD Guide contains information that parents need to effectively participate in an ARD committee meeting for their child. The ARD Guide is not a replacement for the Procedural Safeguards. The purpose of the ARD Guide is to encourage a common understanding of the individualized education program (IEP) process for parents, school personnel, and communities.

Section 504 of the Rehabilitation Act Fact Sheet

TEA’s resource page includes resources to assist in identifying and providing services for dyslexic students in Texas schools. The Dyslexia Handbook (English and Spanish versions available) contains guidelines for school districts to follow as they identify and provide services for students with dyslexia. In addition, information regarding the state's dyslexia statutes and their relation to various federal laws is included.
